Marc-Andre Fleury gets away with obvious penalty

The gamesmanship has continued between the Wild and Oilers after their third meeting in 12 days.
On Saturday in Edmonton, Marc-Andre Fleury and Leon Draisaitl were in a scrum after he pushed his blocker away from him. Now, the veteran netminder got some revenge on his new enemy.
In the final minutes of Monday night's game, the Oilers were pressing with a powerplay and an empty net. That's when Fleury got away with a butt-end high stick on Zach Hyman, who was circling behind the Minnesota net. See below:
Is this the classic case of not calling a penalty because the Oilers were already on the powerplay? Or another example of how goalies get away with more?
