Player handed misconduct for equipment violation

During today's game between Switzerland and Latvia, one of the officials called a confusing penalty.
Midway through the second period, Swiss forward Mischa Ramel was assessed a 10 minute misconduct for delay of game, for �'equipment violation''.
Even the broadcast team was confused as to what the call was, but after further clarification, it was because Mischa was chewing on his mouth guard.
Apparently, there was no warning for Mischa or the Swiss prior to the call.
I'm no fan of players only having mouthguards to chew on them (Matthew Tkachuk), but this is another example of strict IIHF rules.
