Matthew Tkachuk attacks Nico Hischier after Devils empty-netter

Has Matthew Tkachuk become the biggest pest in the NHL?
It's hard not to think so with the antics he's pulled over the last couple of years, especially last night against New Jersey.
It all started when the Panthers has the net empty with the Devils up 3-2. After a Tomas Tatar win-sealing goal, a scrum ensues shortly after, and Tkachuk specifically picks out Nico Hischier.
Tkachuk continues to go after the Devils' captain, who appears to want nothing to do with him.
Apparently, the Panthers were upset for Aleksander Barkov's injury that was caused by Hischier last week. Was it intentional? See below:
