Should the NHL adjust the salary cap on a this one specific team-by-team basis?

The salary is one of the hottest topics in the NHL.
Some teams in US states such as the Panthers and Lightning in Florida or the Stars in Dallas have an upper hand as there are no state taxes.
Instagram pages @themugnhl and @allhockeyculture brought up a great point the other day:
"An interesting question I saw on Reddit today: should the NHL adjust the salary cap on a team by team basis?
With income tax varying for every NHL team, some teams are able/allowed to sign players to smaller deals if their state has no income tax (FLA, DAL, etc.), meanwhile other teams are forced to pay more if they want to give the same actual amount of income to said players.
Adjusting the cap for each team would ensure every team gets exactly the same amount to spend on players, and no team is granted an advantage for being in a certain state or province.
Should the NHL level the playing field for all teams and adjust the cap for teams based on their income tax?"
