Ref under fire after forcefully pushing Michael Bunting off the ice

It happened during a scrum at the end the first period between the Toronto Maple Leafs and Tampa Bay Lightning. The linesman Dan Kelly was caught on camera forcefully shoving the Leafs forward off the ice, while Bunting is visibly irate with him.

So, why can the linesman do this, but if the roles were reversed, it's ‘'Abuse of an Official''? Should refs be fair game in a situation like this?
