NHL not allowing Ben Bishop to start his Dallas Stars' management job as planned

Ben Bishop was acquired in June by the Buffalo Sabres in a cap dump trade with the Dallas Stars.
Bishop hasn't played in an NHL game since the playoff bubble in 2020 due to a degenerative knee condition. The longtime goaltender announced his retirement in December of last year, and recently the Stars have hired him for a management role.
However, according to Saad Yousuf of The Athletic, that may not be the case anymore:
Jim Nill was forbidden by the NHL from letting Ben Bishop assume his role in the Stars' front office until the end of the 2022-2023 season. As a result, Bishop won't be allowed into the Stars organization until his contract runs its course.
