Offer sheets a possibility after 3 top-end RFAs pass on arbitration

The deadline to file for salary arbitration was at 5 pm EST on Sunday and the for players to accept their qualifying offers is on July 22nd.
24 RFAs filed for arbitration and the next step will be setting a date for their hearing, where both parties negotiate build what the player should be paid.
An arbitrator will decide from there what he award will be (most likely in between the team and the player's ask).
For those who did not file for arbitration, it's now a possibility that other teams can offer sheet players after July 22nd if a deal is not reached.
Below is a list of players who filed and players who did not.
Obviously the three biggest names are Patrik Laine, Pierre-Luc Dubois, and Matthew Tkacuk (the second, third and fifth picks, respectively, in the 2016 draft), and all did not file for arbitration.
It's important to note that once an arbitrator rules on the hearing, teams cannot walk away from the reward (unless the value exceeds $4.5M) or trade the player without their consent.
