Washington Capitals do not qualify former top goaltending prospect

As expected, several top-end restricted free agents are not being qualified by NHL teams because of cap space.
Players such as Dylan Strome, Danton Heinen, Dominik Kubalik, Sonny Milano, and Ondrej Kase were not qualified by their respective clubs.
Now, possibly the biggest name not qualified so far comes from the Washington Capitals.
As per the Capitals' PR:
Tarik El-Bashir, who covers the Capitals for The Athletic, explained why the club didn't qualify the goaltender:
Ilya Samsonov was drafted 22nd overall by the Capitals in the 2015 Draft and was once the top goaltending prospect in the entire NHL.
Won't be surprising if a lot of teams are interested in the 25-year-old Russian.
