Absolute chaos in Florida as Matthew Tkachuk starts line brawl after final buzzer

Things got completely out of control between the Sabres and Panthers on Friday night, and of course, Matthew Tkachuk was at the center of it all.
Tkachuk took exception to an empty net attempt by Jeff Skinner as the final buzzer went off, causing a line brawl as Buffalo was about to celebrate a 3-1 win.

Who's in the wrong, though?
Did Skinner break the �'hockey code'' by shooting at the net as the buzzer went off in a 3-1 game? Maybe he didn't even know how much time was left. He also had two goals in the game and was looking for a hat trick.
Or, is this all on Tkachuk? Who's well-known for starting things just like this.
Oddly enough, the penalties on the play were roughing for Tkachuk and a bench minor to the Sabres for too many men.
